Training on Crime Prevention and Criminal Justice for Southeast Asia (T4SEA)

The Training on Crime Prevention and Criminal Justice for Southeast Asia or the “T4SEA” training programme is the first regional training for criminal justice professionals in Southeast Asia on the United Nations standards and norms in crime prevention and criminal justice.

T4SEA is based on a recognition that criminal justice is at the foundation of just, peaceful and sustainable societies. Criminal justice professionals play a significant role as defenders of a rule of law, fundamental rights and justice in societies. A better understanding of the key global developments, local challenges and regional good practices strengthens the work and collaboration of the criminal justice institutions at all levels. As such, the programme is dedicatedly designed for aspiring criminal justice decision makers and practitioners in the region. The programme will, as far as possible, draw upon Southeast Asia’s regional frameworks, criminal justice policies, practices and perspectives.

The training programme introduces an overview of a selected list of international standards and norms in crime prevention and criminal justice. It facilitates constructive discussion on the prevailing criminal justice problems and emerging good practices in the Southeast Asia region. The training invites for interactive sharing of knowledge and experiences. Networking opportunities for justice professionals are facilitated throughout the programme to encourage collaboration for justice among regional peers and the like-minded stakeholders.

T4SEA modules and activities

The substantive modules of the training programme explore the following topics:

  • Introduction to the UN Standards and Norms in Crime Prevention and Criminal Justice
  • SEA Regional Overview on Crime Prevention and Cooperation Frameworks
  • People-centred Justice: Upholding Rights in Crime Prevention and Criminal Justice
  • Governance and Integrity in Criminal Justice

The substantive modules will be accompanied by special workshops on innovative and collaborative tools for justice and a site visit. Throughout the training programme, participants are invited to actively participate in group and peer-to-peer discussions, exchange ideas and experiences.

Participation and Qualifications of Applicants

To be considered eligible for the T4SEA, candidates must have a professional experience as lawyers, police investigators, prosecutors, and judicial officers or have worked in the fields of law enforcement, crime prevention and criminal justice in Southeast Asia for a minimum of 10 years. 

Candidates must also be fluent in spoken and written English. The organizers may request proof of English language proficiency for admission of successful candidates. 

The T4SEA accommodates 40-50 participants. There is a limited availability of seats open to candidates from outside Southeast Asia provided that they are qualified justice professionals with some work experience in the region. 

The selected candidates are required to certify that they are able to attend the training in its entirety. A letter of nomination and/or leave acknowledgement may be requested upon admission. The training certificate is awarded to participants with full attendance and participation of activities.

Venue and language

The training will be conducted in a hybrid format. Pre-training sessions are online and training days are on-site at the Thailand Institute of Justice, Bangkok, Thailand. The language for all training sessions is English.

Financial arrangements and accommodation

The programme offers full sponsorship for eligible Southeast Asian justice officials with the required professional experience, covering accommodation and a return economy-class airfare. 

Partial funding, which covers accommodation expenses, is available to other justice professionals meeting the same experience criteria, including representatives from non-governmental organizations (NGOs) and independent justice practitioners. 

Self-funding applicants, with the requisite experience are encouraged to apply and are welcome to participate in the programme.
