Day 5 of T4SEA: A Transformative Visit to the Central Women Correctional Institution
On June 10, 2024, participants of the T4SEA programme embarked on an inspiring journey to the Central Women Correctional Institution (CWCI). This visit provided a firsthand look at progressive rehabilitation initiatives and underscored the institution’s commitment to preparing the outgoing inmates for a brighter future.
The day began with a short transit to CWCI, setting the stage for a day of insightful learning. Upon arrival, participants were warmly welcomed by Ms. Ajaree Srisunakrua, Director of CWCI, who emphasized the institution’s unwavering dedication to rehabilitation and social reintegration. A special welcome performance added a cultural touch to the reception, followed by expressions of gratitude from the Director of TIJ Academy, acknowledging the ongoing collaboration and support.
The morning session featured an extensive tour of the facility. Participants from various Southeast Asian law enforcement agencies were given an in-depth look at the innovative programs designed to prepare inmates for successful reintegration into society. The variety of career training programs available at CWCI is truly commendable. Inmates have the opportunity to engage in vocational training such as salon services, garment making, bag crafting, and gardening. Additionally, the institution offers massage therapy training and university-level education, including law degrees, empowering these women to not only build skills but also provide legal consultation for fellow inmates.
Inside the facility, women can pursue education up to university-level graduation. The inclusion of cooking classes, clothes and bag making workshops, and an onsite hospital with a nursery for inmates with babies contributes to an optimistic environment. This supportive atmosphere fosters rehabilitation, ensuring that inmates are less likely to reoffend and return to the institution.
Human Rights and Non-Discrimination Principles
Participants also gained insights into the principles and ongoing implementation of gender-responsive treatments of offenders as identified in United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules).
Witnessing the inmates’ engagement and enthusiasm was a highlight of the visit. The vocational training programs, coupled with education initiatives, are instrumental in fostering a sense of hope and opportunity among the inmates. Their journey towards reintegration is supported by meaningful education and skill development, illustrating a path forward filled with promise.
Most of the visiting law enforcement agencies expressed their admiration for the institution’s approach and the Bangkok Rules. Many expressed a desire to apply these principles in their own countries, recognizing the potential for similar programs to transform their correctional systems and reduce recidivism rates.
The visit to CWCI underscored the critical importance of rehabilitation programs in the correctional system. Participants left with a deeper appreciation of the challenges and triumphs/inspirations? in the field of correctional education and rehabilitation.
